Most timing issues come from staying too long on one question, rather than an entire passage.
Use this rule:
If you’re not making noticeable progress in 20–30 seconds, move on.

It’s much better to return with a clearer head, and this is due to a psychological phenomenon known as “incubation.”
Another fix:
When you’re between two choices, choose the one that matches the passage, not the one that feels right. This is especially true of passages in CARS, because you need to ground your answers in explicitly stated material. They will try to trick you and make you “feel” like another answer is the one you should choose.
